Prop 22 Healthcare Subsidy

If you are enrolled in a qualifying health plan, meet average minimum active and engaged hour requirements over the calendar quarter, and provide proof of enrollment when requested, you may be eligible to receive a healthcare subsidy from GBL California.


To qualify for a healthcare subsidy, you must meet these requirements:

  • Active and engaged delivery time of at least 15 hours per week averaged over the calendar quarter

  • Submit your proof of health insurance within 15 days of the end of the calendar quarter

  • Have a qualifying healthcare plan. A qualifying healthcare plan is an insurance plan for which you’re the subscriber, and is not Medicare, Medicaid, or an employer-sponsored plan

Once you meet these requirements, you’ll receive one of two subsidies based on your average active delivery time over the quarter:


Level 1: Drivers with an active delivery time of at least 15 hours, but less than 25 hours per week on average over the entire quarter.


Subsidy Payment: 41% of the average Covered California premium


Level 2: Drivers with an active delivery time of 25 hours per week or more on average over the entire quarter.


Subsidy Payment: 82% of the average Covered California premium

You will be notified on a quarterly basis if you are eligible to receive a healthcare subsidy. At that time, you will be requested to provide proof of current enrollment in a qualifying health plan. The quarters in a calendar year are as follows:

  • January - March

  • April - June

  • July - August

  • October - December

You have 15 days after the close of each quarter to submit your proof of current enrollment. If your proof of current enrollment is accepted, you can expect to receive a subsidy within 15 days of submission of the proof of enrollment.

In order to qualify for the healthcare subsidy, you must provide one of the following forms of proof of current enrollment:

  • Proof of health insurance membership

  • Valid health insurance identification cards

  • Evidence of coverage and disclosure forms from your health plan

  • Claim forms and other documents necessary to submit claims
